About Liberty Water

Due to the successful German U-boat blockages and sinking of transportation ships, the Germans effectively cut off the supply of high quality cotton badly needed to manufacturer tires for the United States and its allies during World War I. Therefore during the early 1900’s, a Goodyear Tire Company (Goodyear) executive named Mr. Paul Litchfield began looking for alternate locations within the United States to produce a high quality cotton.

In the desert southwest, Mr. Litchfield found the present day Litchfield Park area had similar growing conditions as those found in Egypt and would make an ideal location for growing cotton. The company established Goodyear Farms and founded several cities nearby to support its cotton operation. These cities eventually became Goodyear and Litchfield Park, Arizona. In the early 1930's the company also opened the Wigwam Resort to provide accommodations for company executives and other visitors to the area.

Over the next 20 years, Goodyear Farms drilled several wells and operated as a private water company to supply water to the cotton farm and the employees living in the surrounding communities and operated as a private water system.

On January 14, 1955, Liberty Water (Liberty Water) was incorporated for the purpose of providing water service to areas in Litchfield Park, and Goodyear, Arizona. The Arizona Corporation Commission (A.C.C.) granted Liberty Water its original Certificate of Convenience and Necessity for Water (CC& N) on October 20, 1978, in Decision No. 4918.

Liberty Water began by providing water and wastewater services for the City of Litchfield Park and a few outlying areas. In the late 1980’s, when the City of Goodyear and the City of Avondale began expanding their city boundaries into the Liberty Water service area the number of Liberty Water customers also increased.

Today, Liberty Water encompasses approximately 20 square miles of service territory for water and wastewater and serves approximately 16,000 residents. Liberty Water presently provides service to the cities of Goodyear, Avondale, and Litchfield Park, and unincorporated areas of Maricopa County, Arizona.
